Banquet
On October 19th 2002
many members of Iowa wing Civil Air Patrol attended the Iowa wing
awards banquet in Ames, Iowa. The event this year was once again
hosted by our Ames squadron. Let's be sure we thank them for all there

COMMANDERS CORNER
I would like to personally thank all of you for the tremendous
outpouring of effort in October.
We
held a wing conference, commanders call and
CAC meeting and had our SAV visit all in a short period of time.
The
SAV went fairly well and I know how hard it is to do CAP agenda two
weekends in a row.
The
members of IOWA WING CAP are among the finest people I have ever had
the pleasure of working with.
I
want to take a minute to pass on a little bit of wisdom I got from a
wing commander 27 years ago:
It
takes 3 things to be a good CAP member.
Time:
You need time to do the jobs you committed to. Sometimes we
have members who are very good, but if they don’t have the time we
have to do what we can to accommodate them (give them an assistant,
use them less frequently, change a meeting time etc).
Ability:
You cannot be an aircraft mechanic without a license, but in most jobs
in CAP you can be trained. If
someone has an interest in a particular area we have to try and
accommodate as best we can those individuals who CAN ATTEMPT to do the
job. Sometimes however, “ability” is more subtle. If a person does
not have good verbal communication skills they need to improve on that
before taking on a position of PAO or Commander for example.
Desire.
This is the most important attribute. You
can have all the time and ability in the world, but if you have
“burned out” or lost interest and have no desire, we cannot help.
It is a commander’s responsibility to keep our volunteers
motivated by letting them do “fun” things and occasionally
changing jobs.
To be a good volunteer takes all three of the above attributes.
Remember
this the next time someone approaches you to volunteer for an
assignment, or you approach someone to take an assignment.

CAP Rank Structure
Changes
The letter below was
received by Nat'l HQ from John P. Jumper, General, USAF, Chief of
Staff.
Dear General Bowling:
For 60 years, the United States Air Force Auxiliary has selflessly
served our great nation and the United States Air Force with
integrity, pride, and devotion. Beginning with Civil Air
Patrol's anti-submarine coastal patrol missions of World War II -- the
original Homeland Security missions -- and continuing with CAP's
heroic deeds after 11 September 2001, CAP has earned the enduring
appreciation of a grateful nation as our country's "Eyes of the
Home Skies".
With the Auxiliary's proud record of service in war and in peace and
your coming role in Homeland Security, I am pleased to notify you of
two decisions that I have made in recent days. First, I have
directed the transfer of Air Staff responsibility for policy,
advocacy, and oversight of the Air Force Auxiliary from the
Directorate of Operations and Training (AF/XOO) to the Directorate of
Homeland Security (AF/XOH). Second, in recognition of the
approaching Homeland Security responsibilities to be borne by the Air
Force Auxiliary, I have directed modification of the Air Force
Auxiliary general officer rank structure to increase the rank of the
CAP National Commander from Brigadier General to Major General,
accompanied by an increase of rank for the CAP National Vice Commander
from Colonel to Brigadier General, effective 1 December 2002, the 61st
anniversary of the activation of Civil Air Patrol.
On behalf of the Active, Reserve, Guard and Civilian members of the
United States Air Force, thank you for the Air Force Auxiliary's
service to the nation, and please accept our heartfelt congratulations
on your promotion to the rank of Major General.

and FAA Issue 'Immediate' Picture Identification Requirements,
Effective October 28.
Beginning Monday,
October 28, 2002, all pilots must carry photo identification along
with their FAA pilot certificate during flight operations. In a
Federal Register release on Thursday, October 24, the FAA issued a final
rule (Docket No. FAA-2002-11666) that changes Federal Aviation
Regulation 61.3, Pilot Identification Requirements. Here are the
specific changes:
FAR 61.3(a): Each person must carry a photo
identification acceptable to the Administrator when exercising the
privileges of a pilot certificate; and
FAR 61.3(l): Each person must present such photo identification when
requested to do so by the Administrator, an authorized representative
of the NTSB or the TSA, or a law enforcement officer.
The FAA expects the most commonly used photo ID will be a valid
driver's license issued by a U.S. state, the District of Columbia, or
a U.S. territory or possession. Other suitable forms of identification
under the new rules are a valid federal or state ID card, a U.S. armed
forces' ID, credentials that authorize access to airport secure areas,
or other identification that the FAA accepts.
Finding that the security circumstances warranted immediate action,
the FAA issued the final rule without prior notice or public comment.
But with publication of the final rule the FAA asks for-and will
consider-all comments in a comment period that ends on November 27,
2002. If changes to the rule are necessary to address aviation
security more effectively, or in a less burdensome but equally
effective manner, FAA will make such changes.
Congress first mandated modification of the airman certification
system in the FAA Drug Enforcement Assistance Act of 1988 (Public Law
100-690) and later added to the requirement in The Aviation and
Transportation Security Act of 2001 (Public Law 107-71). Both actions
sought to assure positive and verifiable identification of each person
applying for or holding a pilot certificate.
On February 21, 2002, the Aircraft Owners and Pilot's Association (AOPA)
petitioned the FAA to revise FAR 61(a) and (l) to require a pilot to
carry, and present for appropriate inspection, a form of photo
identification acceptable to the FAA Administrator. The rule published
October 24 is a partial adoption of AOPA's request, which FAA says
"provides a positive, short-term measure to enhance security
throughout the general aviation community" and "is the most
expeditious, short-term and cost-effective measure that will provide
additional security through enhanced identification of pilots."
While the FAA and TSA have partially adopted and enacted AOPA's
request, they stress that these measures do not fully address the
concerns reflected in the DEA and TSA acts. They will continue to
search for a resolution that will meet their Congressional
requirements.
