CAPF 75 Motor Vehicle Operator Identification Card (MVOIC) Request Process Change.

CAPF 77-1 Section 5.c. requires a CAP member requesting a CAPF 75 Motor Vehicle Operator Identification Card (MVOIC) to furnish the Wing issuing authority a current copy of their state driver’s record showing any driving infractions. This information is reviewed by the Wing issuing authority to confirm the requestor does not constitute an undue liability risk. Currently, the Wing issuing authority is the Wing Transportation Officer.

As the Wing issuing authority, I had the ability to acquire a certified driving record from the state DOT of any Iowa resident of the Iowa Wing requesting a CAPF 75 MVOIC.

Recent laws enacted by the State of Iowa have been designed to protect it’s residents from possible misuse of personal information released to third parties. As a result, a strict process has been enacted that makes obtaining of certified record of your Iowa driving history difficult to acquire.

Because of these changes, it becomes the responsibility of Iowa residents in the Iowa Wing requesting a CAPF 75 MVOIC to provide the Wing issuing authority an original certified record of their driving history before a CAPF 75 MVOIC can be issued.

To maintain a current CAPF 75 MVOIC, CAPR 77-1 Section 5.c requires a periodic of the member’s driving history. The review will correspond to the expiration date of the member’s state driver license. Upon renewal of your state driver license, please acquire and submit a current original certified record of your driving history to the Wing issuing authority for review. Upon review of the driving history, a new CAPF 75 MVOIC will be issued.

In an effort to help members keep their state and CAPF 75 MVOIC active, I will make every attempt to notify members at 60 days prior to the expiration of their state driver license.

If a member does not submit their state driving history for review in a timely manner, the member’s CAPF 75 MVOIC will be suspended. The wing member, unit commander, key Wing Staff and the Wing Commander will be notified of the suspension.

Upon receipt and review of the member’s driving record, a new CAPF 75 MVOIC will be re-issued and privileges reinstated.

This process is the same for Iowa Wing members who do not reside in the state of Iowa.
